ОСВІТА ТА ДЕЦЕНТРАЛІЗАЦІЯ В ЗАХІДНІЙ ЄВРОПІ: ПОЛІТИКА «СПЛЕТЕННЯ» В ДІЇ

Анотація

Однією  з  найважливіших  державних  послуг  у  світі  є  освіта.  Проте найвагомішим у галузі освіти, як, наприклад, показано у звіті Програми Міжнародного Оцінювання Студентів (PISA) Організації Економічної Співпраці та Розвитку (OECD) або в Міжнародних Напрямках Математичних  та Природничих Вчень (TIMSS), поданих на розгляд Міжнародній Асоціації Оцінювання Наукових Досягнень (IEA),  є порівняльний аналіз  знань  учнів. Зроблено загальний огляд різних форм фінансування освіти в рамках міжурядових трансфертів, а також діяльності освітніх провайдерів у десяти європейських  країнах.  Розглянуто  освітню  систему  Австрії,  Бельгії,  Данії, Франції, Німеччини,  Італії,  Іспанії, Швеції, Швейцарії та Великої Британії й виділено спільні риси та національні відмінності у відповідних системах трансфертів стосовно фінансування  освіти  і механізму  його  розподілу  в  початкових  та середніх школах, а також в університетах.
